Professional supervision is carried out according to the basic rules, duties and provisions of the Law on Construction (Official Gazette 153/13, 20/17, 39/19, 125/19) and other regulations in that area:
- Construction works
- artisan works
- plumbing works
- geomechanical works
- road supervision
Expert teams are formed from authorized engineers for individual technical areas.
Under the scope of work and obligations of professional supervision is meant:
- supervise construction so that it complies with the building permit, projects, the Construction Act and special regulations
- determine whether the staking of the building was carried out by a person authorized to perform geodetic work
- determine whether the contractor meets the conditions for carrying out construction activities prescribed by a special law
- determine the implementation of control procedures with regard to conformity assessment, i.e. proving the quality of certain parts of the building through an authorized person who did not participate in the implementation of the procedure for issuing documents and evidence from Article 39, subparagraph 3 of this Act for all completed parts of the building and for works that are ongoing in cases where such an obligation is determined by this Act, a regulation adopted on the basis of this Act, a special regulation or a project
- notify the Client without delay of all deficiencies or irregularities observed during construction, and the Client and the construction inspection and other inspections about the measures taken
- registration of all changes and events of significance for the final assessment of scope, quality and deadlines
- truthful and accurate calculation of works, and control of calculation documentation for planned works
- review and signature of the construction diary and construction book
- control of executed quantities and calculation of completed works by temporary and completed situation, verification thereof
- compile the final report on construction performance
- participate in the technical inspection until obtaining the use permit
In the implementation of professional supervision of construction, when there is a need for it, the supervising engineer is obliged to determine the way in which the deficiency in the construction of the building will be eliminated by entering it in the construction diary in the event that:
- the contractor does not provide the documentation from Article 39, subparagraph 3 of this Act in the prescribed manner
- the documentation referred to in Article 39, subparagraph 3 of this Law on Construction does not prove compliance, or quality in accordance with the requirements of this Law, regulations adopted on the basis of this Law, special regulations or the main project
- the contractor, i.e. the responsible person who manages the construction or certain works of this Act do not meet the requirements of this Act for the performance of these activities
- the staking of the building is not in accordance with the study on the staking of the building or the main project, i.e. if the staking of the building was not carried out by a person authorized to perform geodetic work
- on a construction site where more than one contractor is present, safety and health protection measures are not implemented according to a special regulation
- The method of eliminating defects or irregularities from paragraph 2 of this article is entered in the construction diary
